As an extension to that, you can’t get more than 8 now as 9 is for going in to admin (that was a specific reason for 10 points being too many, so they are saying that Everton’s recent punishment has to be the equivalent of a punishment for a single point in time - as is administration - i.e. the full rolling three year period.I think you're overcomplicating it. Forget which of the 3 years is in breach. Each year a 3 year period is considered and if you breach the combined allowable losses over the relevant 3 year period you breach. That's how a rolling period works.
It works in favour of all clubs as it gives added flexibility to make up for losses in one year over the other two. The other (simpler yet harsher) option would be to simply assess each year based on the previous 12 month period. That would be very strict so all clubs would welcome the rolling approach. They can't start claiming double jeopardy now.
