Selling clubs can grant players and agents permisssion to talk terms with a buying club before a fee is agreed. This is appears for the outside very common when all parties are keen on the move as it speeds everything up.

Obviously doesn’t mean he is coming but I certainly would apply that reasoning to why it sounds fake
