First off, we are talking about girls under 18. What they do after 18 is their business, but under that age parents have a responsibility to ensure their kid's safety. It is also about Risk Assessment, which is something we should do in every aspect of life.
If a girl under 18 is on a beach in a bikini that is appropriate, even if she is naked on a nudist beach with her parents that is appropriate, and on the few occasions I have swam on nudist beaches everyone's behaviour has been impeccable.
It is a complicated matter, but IMHO the wise parent gives the child enough freedom to learn but does set boundaries. If you think you daughter is going out dressed in a way that makes her look slutty, it is your responsibility to stop it. Alcohol and drugs are a reality and a danger and you have to ensure your kids are prepared to deal with these matters when they arise. That doesn't mean abstinence it means responsibility.
I don't pretend for a moment that it is a black-white issue, as the grey area is huge.
As a parent it is your responsibility to raise your sons to respect the natural vulnerability of women and not abuse them, but it is also you duty to raise your daughters to be responsible for the messages they send to men.
A parent should be wise to the behaviour of their kids peers and if you think they are going to a party where there is the danger of their drinks being spiked or hard drugs being pushed then it is your responsibility to say no.
You can't helicopter your kids, but it is your job to educate them on the hard realities of life and the life changing consequences if they fuckup.

I actually think that exposed cleavage in an uplift bra is more erotic than a pair of swinging bare tits. Also when a girl is bra-less under a teeshirt and the puppies noses are bouncing around, that is also better than nude tits.

The statistics are that the age profile of rapists is a typical Normal Distribution Curve with the mean being 36 years old.
The age profile of female rape victims is not a normal distribution curve.
It is a straight, horizontal line if you plot age on the x-axis and frequency on the y-axis.
Rape is not typified by spotty teen boys attacking pubescent girls.
And rape is not a simple matter of uncontrolled sexual urges.
Rape is predominantly about inferiority complex being masked by the ****** exhibiting power and control over the victim.
As for telling young females not to dress in skimpy clothing, that is less about being a potential rape victim and more about self-respect.
We have had this debate with my otherwise sensible youngest daughter (now mid-twenties) on so many occasions, but in the end she chooses to go with what she wants to wear.
