What if it was a wet roll with intent ? I imagine that could give someone a red patch as it slaps them across the face !!

Even if the loo roll was dry and didn't cause any damage to you technically it's a battery offence and is illegal, however i truly doubt any court would take it serious, unless some real injury was caused.
