Probably right on this - listened to a 5 Live show on academies not so long ago. Man City are definitely chosen over Man Utd right now. There's supposed to be limits on what the youth players can be offered, but it doesn't sound like they're in place in practice. By all accounts, there's some private school in Lancashire that is basically known as the Man City school.

I think the clubs are creative in what they offer players indirectly in that The player will get a salary of say £15k a year, but they will buy a house for the family to live in/Pay their mortgage off and then put the lads dad on the pay roll at the club as well. So it looks like they are only paying the lad an amount within the guidlines but in reality it's a lot more.
