If johnny foreigner is allowed to ponce about in a snood in the UK when he plays, British players abroad should be excused wearing any shirt at all because it's too hot.

The reason FIFA and their like don't want technology in football is that it makes it harder to fix a match. At the moment you can just pay off the ref. You can't control the outcome if the teams have proof of goals and fouls.

Anyone wearing a snood should be forced to wear a large overcoat and bowler hat, if they think it's cold enough for snoods then they should be made to wrap up properly.
Alternatively, thermal underwear is permitted, but it all has to come from Primark, and be really irritating to the skin, that would put an end to it.
