Buying players these days is quite tricky, particularly with the present crack down on FFP severely limiting the buying power of most clubs.
Every game you need 20 players to put on the field or fill the bench. You can't buy 20 top players in case you need them (unless you're the top one or two clubs) so you have to buy either a few genuinely top players, a few first class and the rest to sit on the bench and hopefully shine for a few minutes a month.
Buying those not very good players is always going to provide us with some who just don't cut the mustard. You're not going to buy quality every time. Like finding a rotten tomato at the bottom of the bag.
