Red Dog in a Forest

It’s just another Chelsea loophole.
Maybe a rule where you restrict the amount of U21 players you can sign (in a season), to stop the hoarding of all the young talent.
Then with the ones you do sign, they are only allowed to leave on loan after a certain amount of games / only in the following transfer window.
It would mean that players like Angelo might choose a club that they will actually play for.
With the Saudi’s? Could there be a UEFA rule where clubs are limited income by signings outside of areas where FFP exists e.g. SA.
With a further cap on how much the combined leagues can sell to a single club? That way at least, the SA teams will be fighting each other for signings, rather than bypassing FFP.
I don’t think there is any chance of stopping them, so why not stop it at the roots?
